msm: ipa3: Add eth endpoints & handle bus vote for GVM use case

Add ethernet endpoints definition for SA8155 target.
In GVM, bus scaling APIs are disabled, and doesn't return
client handle. Change to not use bus scaling APIs & set bus handle
0 assuming it a GVM use case and clocks would be voted by host.
Remove api to send rsc pipe indication in case APQ target as it
isn't used. Update input struct name for remove offload send qmi
request.
