power: smb5-lib: Don't turn off the parallel charger on soft JEITA

Earlier, as part of a reverse boost workaround, the SMB1390/SMB1355
parallel charger is turned off on soft JEITA condition.

While it is happening, even with overall FCC reduced, the charging
current now all through main charger increases, which may cause
big jump in the main die temp on some platforms, leading to ICL
reduction to handle thermal conditions.

Update the SW by not explicitly turning off parallel charger in
this case.
