ARM: dts: msm: enable CDSP and NPU thermal zone mitigations for sa8195p

Enable cooling device and thermal zone for mitigating CDSP and
monitoring its temperature for sa8195p.

Add a config to monitor both the CDSP and NPU temperature and mitigate
CDSP/NPU when the temperature thresholds are reached.
