power: smb1351: handle OTG detection during boot

OTG detection will fail in conditions when slave device(OTG)
is connected at boot or before interrupt registration. Fix this
by checking OTG status during initialization.

While at it, remove un-necessary call to apsd_complete handler
in determine_initial_state.
