drm/msm: adjust backoff time sde rsc

This change updates the mode threshold time to reflect time
slot 0. It also decreases backoff time and increases solver mode
to reflect the mode-0 execution time and single tcs execution time.
It also updates the mode-0 and mode-1 backoff time based on
instruction execution time for Kona target.
