ANDROID: cuttlefish_defconfig: enable CONFIG_CPU_FREQ_TIMES

Need this config for:
/proc/uid_time_in_state
/proc/uid_concurrent_active_time
/proc/uid_concurrent_policy_time

CONFIG_CPU_FREQ_TIMES is not strictly required. However, we enable it on
cuttlefish to stay consistent with Pixel devices.
