clk: qcom: Add enable_safe_config for gcc_usb30_prim_mock_utmi_clk_src 



The RCG configuration seems to be updated which is in turn causing an
issue when enabling the clock. Thus use the enable_safe_config flag to
configure the RCG with the cached rate.
