scsi: ufs: tune host unipro attribute PA_PEERRXHSADAPTINITIAL 



During power mode change, UFS host Unipro attribute PA_PEERRXHSADAPTINITIAL
should be set to the value of M-PHY attribute
RX_HS_ADAPT_INITIAL_CAPABILITY read from its peer UFS device.
