msm: fastcvpd: changing states during init and deinit

Adding initialization and deinitialization states for
cdsp and video to ensure that during cdsp SSR,
hyp_assign is not called if the memory has not been
assigned already in fastcvpd_video_send_cmd_hfi_queue.
