clk: qcom: sm6150: Update pll ops for all clock controllers

Change the pll ops to clk_alpha_pll_slew_ops for all spark plls. This is
required as we are encountering PLL locking issues and thus we want to
re-calibrate the PLL before locking to the new frequency. Also make the
pll generic by removing the pll_sa6155 from GPUCC/VIDEOCC/DISPCC in
SM6150.
