msm: ipa4: Fix to WLAN client disconnect/connect issue

When WLAN client disconnect/connect scenario resetting GSI
channel/event rings, it leads mismatch WLAN desctipotrs provided.
Added changes to fix this issue resetting gsi channel only when
WLAN hotspot was disabled.
