defconfig: msm: Add perf defconfig for mdm9607 target

Update of perf defconfig to enable below list of drivers to support
on 9607.

1. The base Native language support configuration
2. Enable cpubw governor to monitor traffic from CPU to DDR
3. Enable kernel tracing
4. configuring CMA size to 4MB to inline with 3.18.
