usb: quirk: Add no-LPM quirk on Galaxy series phone

Some hosts are not able to detect disconnect of Samsung Galaxy
series phone when the link is in transition from one state
to another because of continuous suspend/resume.
Add no-LPM quirk for this phone to block USB2 HW LPM capability.
