ARM: dts: msm: Update PHY VDD max voltage level on atoll

Update voltage from 0.88V max to 0.90V on atoll. USB currently
voting for max 0.88V and Camera requires 0.9V which is sharing same LDO.
Hence update PHY VDD max voltage level on atoll to 0.9V.
