defconfig: sdm855: Enable CC_OPTIMIZE_FOR_PERFORMANCE flag 



Enable config CC_OPTIMIZE_FOR_PERFORMANCE flag instead of
CC_OPTIMIZE_FOR_SIZE for boot-time and performance improvements
on sdm855 SoC.
