ARM: dts: msm: smb1390: Enable dual smb1390 for atoll QRD

Add and enable SMB1390 master/slave device node. SMB1390 is configured
in USBIN(input) and VBAT(output) mode, set the secondary charger
configuration to indicate presence of charge pump.
