ARM: dts: msm: Add actlr settings for apps-smmu for sm8150

'Commit 8adf8153 ("ARM: dts: msm: Enable deep pre-fetch
for NPU CBs for sm8150")' was intended to define actlr setting
values for NPU context banks that belongs to the apps-smmu. Add
these settings for apps-smmu, not the kgsl-smmu.
