ARM: dts: msm: Update Low SVS bus voting for atoll GPU

For GPU Low SVS bus freq voting starts with the 681Mhz,
Which can cause the unnecessary CX jumps to SVS corner.
Hence update the GPU Los SVS bus req voting to 547Mhz
to avoid unnecessary CX jumps to SVS due to DDR vote.
