drm/msm: send "set0 tcs" command for wake and sleep tcs 



Send "set0 tcs" command for wake and sleep tcs to avoid
tcs send hang during mode-2 exit. This is done based
on RSCC hardware sequence update to avoid any TCS send
hang.
