ARM: dts: msm: Updated PCIe PHY sequence for sa8155

PCI Express (Peripheral Component Interconnect Express), is a
high-speed serial computer expansion bus standard. This change
updates the PHY settings of RC0 and RC1 based on
hardware recommendations to ensure Eye Height requirements
for PCIE base spec for sa8155 target.
