qcacld: disable DFS on AP mode

Using DFS on AP mode mandates a 60 seconds delay, which might be acceptable
on stationary routers, but not on mobile.

Disable DFS on AP mode to avoid 60 seconds delay on Wi-Fi hotspot activation.
