clk: qcom: cpu-sdxprairie: Remove set rate notifier for APCS mux

Slew for Lucid PLL is enabled hence notifier function for set rate
which would move to a safe source before configuring the PLL is not
required. So remove the notifier function support from the code.

Support for safe source is not required for cpu driver, So remove
the safe source clock gpll0 from DT node. Also update the CPU's turbo
frequency level.
