smb5-lib: Remove THERMAL_DAEMON_VOTER on PL_DISABLE

Remove THERMAL_DAEMON_VOTER on PL_DISABLE so that we can keep parallel
charging enabled after thermal kicks in which benefits thermal
mitigation further.
