msm: ipa: Changes for IPA USB API to support USB S1 enable/bypass

Expose a new parameter for USB Driver to allow mapping
of IOVA addresses to IPA Context Bank.These parameters
are given as SG Table as the buffer may not be
contiguous in PA.
