defconfig: qcs405: Enable reading of virtual timer from userspace

Enable config CONFIG_ARM_ARCH_TIMER_VCT_ACCESS to allow userspace to use
virtual arm architecture timer from userspace.This reduces latencies on
clock_gettime from userspace.
