ARM: dts: msm: update LDO19 regulator minimum voltage level for MSM8952 



Lower the minimum voltage level for LDO19 to 1.225V and add initial
voltage level for the regulator.
This ensures that the 1.225V request from APPS goes to RPM when
all the clients of LDO19 relinquishes their vote.
