ARM: dts: msm: fix IBB discharge resistor configuration for 8996 targets 



Currently for MSM8996 based boards, IBB discharge resistor
configuration is specified under the top level labibb device
tree node instead of specifying it under ibb_regulator device
tree node. Fix it.
