msm: ipa: add repl_hdlr to WLAN

In corner cases where first attempt to replenish buffer fails,
IPA driver will schedule a delayed work to try again.
This change assigns a repl_hdlr to WLAN consumer pipes to avoid
accessing a NULL pointer.
