usb: phy: qusb: Update command ID for SCM call to update level shifter

Update the command ID for SCM call to set values of the
TCSR_QUSB2PHY_CX2PX_LVL_SHIFT_KEEPER register. This was done
to resolve a conflict with the previous command ID that was
used by the qusb2 phy driver.
