ARM: dts: msm: Add support for inrush-current driver on MSM8937

On MSM8937 target APSS L2 memory is moved to APC domain which were
earlier on Mx domain. This can cause inrush current while bringing up
huge memories of modem and adsp. Enable inrush current driver to
mitigate current inrush by bringing up MDP memory before modem and
adsp.
