ARM: dts: msm: turn on venus GDSC before MDP GDSC on msm8996 v2

Venus GDSC has to be turn on for msm8996 v2 due to
hardware limitation. MDSS registers are shifted by
4 bytes without the venus core is turned on. This
change brings the mmagic venus gdsc and venus gdsc
power control before mmagic mdp gdsc and mdp gdsc.
