msm: mhi_dev: Check for channel state

After processing stop command update the local
channel state copy. The local device state is
used to check if transfers can proceed after
receiving a stop command. In addition on a host
issued reset command update the host copy of
the channel state as disabled. Host expects
the correct update of the channel state failing
which it treats the reset command as a failure.
