msm: camera: sensor: Add sync option for CCI

Camera can use this CCI feature to synchronize
the I2C commands to the off-chip sensor timing.

Specify the line number of a frame to synchronized
to the I 2C command. For example - set to 0 to enable
synchronization at the start of the frame.
