ARM: dts: msm: reenable CPUSS LDO mode on msm8996v2

A necessary software workaround is now in place to enable the
safe use of CPUSS LDO mode. Allow the CPR3 regulator driver to
dynamically control the use of BHS or LDO mode on msm8996v2
hardware. Keep the feature disabled on msm8996v3 until characterization
yields the necessary scaling equations on the new hardware revision.
