msm: vidc: Deprecate V4L2_QCOM_BUF_TS_ERROR and *_TS_DISCONTINUITY flags

The latter two flags aren't used by clients. Since we're quickly running
out of the 32 bits in `struct v4l2_buffer.flags` get rid of these
useless flags.
