ARM: dts: msm: change the order of LAB/IBB regulator definition for PMi8994

LAB regulator is dependent on IBB regulator in non-standalone
mode of operation which is commonly used. Hence change the
order of regulator definitions in device tree so that IBB
resources will be available for use for LAB regulator.
