ARM: dts: msm: Use the generic populate_opp scheme for mdmfermium

Update clock_cpu device tree entry for mdmfermium to allow the OPP
table to be populated from CPU0. Add all available cpu frequencies
in speed bin node to help thermal driver read the voltage levels for
each frequency using OPP framework.
