Crypto: ICE: Handle HW_KEY fuses appropriately

Currently, There are no use cases where HW keys would be used for
ICE crypto operations. Infact, having those available for current
use case might pose a security hole. Hence, treating blown HW key
fuses at par with ICE disabled fuse.
