ARM: dts: msm: update Kryo vreg min/max microvolt properties for msm8996

The regulator framework trims the min/max microvolt range specified
through Device Tree such that it is bounded by voltages that can be
physically configured by the regulator. In order to prevent losing
voltage set points that are physically supported by the regulator
due to this trimming, update the regulator-min-microvolt and
regulator-max-microvolt properties for Kryo regulator devices.
In particular, choose regulator-max-microvolt as the maximum absolute
supported voltage by the LDO hardware and regulator-min-microvolt as
the next smallest voltage set point that would allow consumers to request
the lowest possible functional voltage for the CPU subsystem on msm8996.
