SoC: msm: qdsp6v2: Check for adsp state before avcs fwk

Currently adsp state is queried only once which may fail
on some targets, which will lead to sound card
registration failure.
This inconsistency is due to ADSP takes little longer
time to boot up.
To fix this check for adsp state multiple times before
sending avcs fwk command.
