ARM: dts: msm: enable VDD_GFX CPR aging adjustments for msm8996v3

Enable closed-loop aging voltage adjustments for the VDD_GFX
supply on MSM8996v3 boards.  The closed-loop voltage may be
increased by a maximum of 25 mV for each corner based upon the
measurements provided by the CPR aging sensor at runtime.  This
feature can only be enabled on parts with CPR fusing revision
3 or higher.
