regulator: cpr3-regulator: ensure monotonicity of quotients and voltages

Modify the cpr3-regulator drivers so that they guarantee that
CPR target quotients and open-loop voltages increase
monotonically from lower to higher corners regardless of the
values read out of fuses or the adjustments specified in device
tree properties.

The current behavior of disabling interpolation when monotonicity
isn't met is suboptimal as it leads to higher power consumption
on some devices.
