ARM: dts: msm: Add USB PHY regulators LPM capability for MDM9x07 



USB ID would be pulled HIGH via PHY's internal pull-up resistor.
In this case USB PHY regulators can not be turned off. This
change add the capability to put USB PHY 1P8 and 3P3 regulators
into LPM.
