ARM: dts: msm: enable a feature in watchdog on msm8996

There is a feature in hardware where Non secure watchdog freezes
automatically when all online cores are in suspend and unfreezes
watchdog upon wakeup event from low power mode. Enable this
feature to protect suspend / resume path by Non secure watchdog.
