defconfig: msm: enable uid_cputime feature

Enable UID_CPUTIME for cputime per uid accounting for 8953.
This provides the time a processes with a particular uid spend
executing in user-space and kernel-space, along with power
information.

Information is provided in in below format
uid: user_time_micro_seconds: system_time_micro_seconds:
power_in_milli-amp-micro_seconds
