Revert "ARM: dts: msm: Allow Venus core0 and core1 to power collapse on 8996" 



This reverts commit b3f588bad7e9c0609ecbc7cfbf59ece940041992.

msm8996 V1 hardware hangs randomly whenever hardware power collapse
is enabled from driver. Disable hardware power collapse to
avoid firmware hang.
