usb: dwc3: msm: Remove charger detection

Charger detection is now handled by dedicated charging hardware,
so there is no longer any need for the USB PHY to perform detection
in software. Hence remove charger detection code from controller driver.
USB will only set the current to be drawn based upon the charger type
sent by charger driver.
