ARM: dts: msm: add VDD_APCC open-loop voltage adjustments for msm8996v3

Hardware characterization has shown that it is safe to reduce
open-loop voltage margins on CPR fuse revision 0 and 1 parts
for SVS, Nominal, and Turbo corners on LVT and CBF, as well as
Nominal and Turbo corners on sLVT.  Bring these margin
adjustments for msm8996v3 in line with the latest hardware
guidelines in order to reduce power consumption.
