clk: msm: gdsc: Increase GDSC polling timeout to 200us for votable GDSCs

Depending on the clock rates and the sleep/wakeup settings, it
might take the GDS HW_CTRL longer than 100usecs to be enabled/
disabled. Increase the polling timeout to accommodate this.
