clk: msm: clock: Remove support for the gcc_mmss_sys_noc_axi_clk

The gcc_mmss_sys_noc_axi_clk is enabled by XBL prior
to kernel boot and is intended to never be disabled,
because of a workaround for the SMMUs clock voting
registers. There is no need to control this clock
from HLOS.
